FRA Railroad Safety Technical Training Standards
The Technical Training Standards Division (TTSD) manages the Office of Railroad Safety’s Technical Training Program for over 650 Federal and participating State railroad safety inspectors and specialists of the six technical disciplines. To accomplish this mission, the TTSD designs, develops, and delivers specialized internal courses, in accordance with a rigorous model construct referred to as a Systematic Approach to Training (SAT). TTSD also administers contract training from external sources as necessary.
Technical training is based on organizational needs, analyzed each year, and is mandatory. Each year, TTSD develops a catalog of courses and a training calendar of formal classroom training. On average, TTSD manages approximately 50 classes in 23 different courses of study each year.
TTSD also develops, implements, and monitors a formal on-the-job training program for new safety inspectors and inspector trainees. FRA’s 8 regions are responsible for actual implementation of the on-the-job training program.
About the FRA Railroad Safety Technical Training Standards Catalogue
The purpose of this training is to provide Track and S&TC Inspectors with the fundamental knowledge and skills to properly apply fall protection requirements to protect roadway workers while they are working on bridges. Participants must demonstrate proper use of agencyprovided fall protection equipment in connection with railroad-installed fall protection systems. Training scenarios require participants to demonstrate proficiency by accessing track bridges and/or signal devices for the purpose of inspections to evaluate compliance with the Railroad Workplace Safety regulations. Objectives: At the completion of the course, participants will be able to: 1. Demonstrate competency in the use of fall protection equipment provided by FRA and that used by railroads. 2. Apply in various scenarios, railroad-provided fall protection systems, including proper application and use of fall rescue systems. 3. Apply FRA Railroad Workplace Safety regulations. 4. Demonstrate railroad Bridge Worker Safety practices that contribute to improvements in safety for railroad Track and S&TC personnel working at heights along the right-of-way.
